Code enforcement cases citing Chattanooga’s litter ordinance (21-133, litter on occupied or vacant property) fell to 834 in April-August 2026, down from 1,737 in the same months of 2025 (-52%). That is lower than every year from 2020 to 2025, when the range was 1,153 to 1,999. The decline started in April. January-March 2026 had 1,513 litter cases, in line with 1,471 in 2025. Monthly litter cases went from 662 in February to 230 in April and stayed between 106 and 179 through August. Over the same April-August window, overgrowth cases (21-136) rose from 3,008 to 3,322 (+10%), and all cases with a recorded violation fell from 5,902 to 4,625 (-22%). Separately, citations under the residential bulky- and yard-trash set-out rules (18-86) nearly stopped. There were 62 such cases from October 2025 through September 2026, against 1,378 in the previous twelve months. The data shows what inspectors cited, not how much litter there was, and it gives no reason for the change.
